Legal Information Systems and the Institutionalization of Tolerance: An Analytical Study of Legislative and Judicial Frameworks in Oman

Abstract

Social cohesion and peaceful coexistence increasingly depend not only on comprehensive legal frameworks but also on effective legal information systems that facilitate the creation, governance, dissemination, and accessibility of legislative and judicial information. In the Sultanate of Oman, the promotion of tolerance is supported through an integrated institutional framework in which legislation, judicial decisions, administrative regulations, and governmental communication mechanisms function as interconnected legal information resources. This study examines how legal information systems, judicial information management, legislative information governance, and institutional communication frameworks collectively contribute to strengthening tolerance and peaceful coexistence in Oman. Using a qualitative doctrinal methodology supported by legislative document analysis and judicial case analysis, the study evaluates constitutional provisions, statutory legislation, ministerial regulations, judicial decisions, and international legal instruments as components of the national legal information infrastructure. The findings indicate that the effectiveness of approach adopted by the Oman extends beyond substantive legal protections to include systematic dissemination of legal information, institutional coordination, public accessibility of legal rules, standardized judicial interpretation, and information governance practices that reinforce social cohesion and prevent discrimination, sectarianism, and social conflict. The study demonstrates that legislative information management and judicial information dissemination play a central role in institutionalizing tolerance by ensuring consistency, transparency, and accessibility across public institutions. By reframing tolerance through the perspective of legal information systems, this research contributes to Library and Information Science literature while offering an interdisciplinary model for understanding how information governance supports legal certainty, public trust, and peaceful coexistence within contemporary legal systems.
